A Binding Public Governance Undertaking
A civic accountability instrument that transforms campaign promises into enforceable governance obligations — giving every Nigerian constituency the legal tools to hold their elected representatives accountable.
The Electoral Social Contract is a civic accountability instrument designed for use in the
Federal Republic of Nigeria. It converts every campaign promise into a legally conscious,
publicly signed obligation — with built-in monitoring structures, performance timelines,
defined breach triggers and a constitutionally grounded recall pathway.
Drafted in strict conformity with the Constitution of the Federal Republic of Nigeria 1999
(as amended), the Electoral Act 2022 and all INEC guidelines, this instrument
is ready to print, hand to any Senate, House of Representatives or State House of Assembly
aspirant, and sign before election day.
Unlike general accountability pledges, this contract names exact triggers. When a threshold is crossed, the Constituency Monitoring Committee is required to act — no discretion, no delay.
| Breach Category | Specific Trigger | Consequence |
|---|---|---|
| Absenteeism | Missing more than 30% of plenary sessions in any legislative year without written explanation | Notice of Breach — 60-day corrective period |
| Non-Reporting | Failure to deliver Annual Performance Declaration by 31st March | Notice issued — 30-day submission deadline |
| Town Hall Default | Failure to hold both mandatory town hall sessions in any calendar year | Notice issued — session within 60 days |
| Abandonment | Primary residence outside constituency for more than 90 consecutive days | Notice issued — return or justification in 30 days |
| Manifesto Breach | Material abandonment of Commitment Schedule without written explanation | Breach Resolution → Recall may commence |
| Party Defection | Defecting from sponsoring party while holding the elected seat | Automatic breach — Recall commences immediately |
